China is the hardest case in consumer VPN use and the one most heavily written about by people with an affiliate link. What can actually be checked
- Which providers publish a China page at all. Two providers in this index maintain their own live page about China: Private Internet Access and CyberGhost. That is a check on what a company is willing to say publicly, not a performance claim, and it is the only part of this question this site can verify.
- Whether the provider offers obfuscation. A national filter identifies VPN traffic by its shape rather than its destination, so the relevant feature is an obfuscated or stealth mode that disguises the tunnel as ordinary encrypted web traffic. It is on the provider's feature page, under several different names.
- Whether you can install it before you travel. App stores and provider sites are themselves filtered. Whatever you intend to use has to be installed, logged in and tested before arrival, which is the single most practical thing on this page.
- What the plan costs if it does not work. The refund window matters more here than anywhere: thirty days is standard in this index, forty-five on CyberGhost's longest plan, and it runs from purchase.
Why no honest ranking is possible
Effectiveness against a national filter changes week to week as addresses are identified and blocked and providers rotate them. A ranking published today describes a state that may not survive the month, and nobody reading this page could verify it in any case.
So this site does not publish one. What it publishes is which providers put a China page on their own domain, what each charges, what the term is and what it renews at, all quoted and dated. That is the part that stays true.
The legal position, stated once
Unauthorised VPN use is restricted under Chinese regulation, and enforcement in practice has focused on providers and on commercial use rather than on individual travellers. This site is not in a position to advise anyone on that risk and does not attempt to.
What it will say is that the decision is a legal and personal one rather than a technical one, and that any page presenting it purely as a question of which app to download has skipped the part that matters.
