IVPN, on its own published figures

IVPN is the counterexample this index needs. Its pricing page prints $6 for a month and $60 for a year and stops there: no sale, no prepaid multi-year term, no renewal price different from the price you signed up at. That makes it the most expensive provider here on the headline and one of the least expensive to reason about.

Why the most expensive headline is not the most expensive plan

Against a provider printing $3.49 and renewing at $139.08 a year, IVPN's $60 a year is cheaper from the second year onward. Against one printing $1.79 on a 39-month term and renewing at $69.81 for three more years, it is not.

Which comparison applies depends entirely on how long the subscription lasts, and that is the one variable no pricing page can tell you.
